Binny Yanga laid to rest
ITANAGAR, Sept 5: The mortal remains of Binny Yanga, Padmashree has been laid to rest today near her Naharlagun residence.
The social worker lost her courageous and long battle with cancer at a Guwahati hospital on Sept 3 last.
Since the very end, she continued her outstanding work to support the orphans and women, mainly survivors of difficult circumstances, a work she started almost four decades back.
Deeply mourning her death, Home Minister Tanga Byaling has in a condolence message today, said that Late Yanga always stood for the uplift of the oppressed, orphans and needy women of the state.
‘Late Yanga tirelessly worked against forced and child marriage and provided shelter to the victims for which she will be always remembered. She was an iconic figure and in her death we have lost a true and noble social worker’, he added.
Villagers repair road
ROING, Sept 5: Cleanliness cum road maintenance was organised at Rayang village by the Rayang Banggo, under Swachh Bharat Abhiyan here today. At least one member from the 62 existing households participated in the social service despite the continuous downpour.

The initiative was taken under Banggo's Secretary Gagan Perying, who informed that this is the first ever mass social service of the village.
"The main motive to repair this road, apart from making it accessible without problem, is because most of the farms and especially orange plantations are located across Simak River. Now that the orange harvesting season is arriving, farmers have to visit their farms everyday to tend to their plantations. Such bad road conditions make it extremely difficult to reach to their farms. This will also adversely affect the economic condition of the orange farmers", added Perying.
"Most of the sand gravels used for construction are taken from Simak River because of its good quality. However, the heavy vehicles that carry and transport this sand gravel has to pass through our village damaging the road badly. On an average, 20 trips of these heavy vehicles can be accounted to pass through every day, on a regular basis", informed Rayang Banggo Joint Secretary Poktem Pertin.

ROING, Sept 5: Flood at Paglam Circle under Dambuk sub-
The flood affected people have no other options left but to shift from the present location of the village to safer place.
It was informed that the villagers are planning to shift to the right bank of the Dotung River for safety. However, with the rivers water not receding, the task of shifting is a huge one. Efforts are being done to engage engine operated boats within one or two days to shift out the villagers.
Local administration has managed to bring in 60 quintals of rice to the flood affected people from Pasighat, East Siang to Paglam yesterday. The rice bags were carried on head loads from Taro Tamak to Paglam. More than 60 tarpaulins were also provided to the flood affected people to be used as temporary shelters by the local administration.
Member of the Nature Unlimited, Anong Tayeng and his team had helped to transport about 180 marooned people from their inflated rubber boat during the flood, reports DIPRO Roing.
Reiterating demands, CoSAAP gives
two month’s ultimatum

ITANAGAR, Sept 5: Reiterating its’ long pending demands, the Confederation of Service Association of Arunachal Pradesh (CoSAAP) today gave two months ultimatum and warned that it would take up democratic movement if the demands are not fulfilled by October 31st next.
Speaking to media persons at Press Club here today, the Association’s President Pate Marik said, “We will be compelled to take up democratic movement if the state government still do not heed to our demands.”
CoSAAP has been demanding enhancement of retirement age from 58 to 60 years, withdrawal of NOC system on promotion and retirement, and restoration of original lateral entry system in APCS. Marik added that the demands had been submitted on various occasions to the state government.
CoSAAP called for enhancement of retirement age from 58 to 60 years as per Fundamental Rules 56, for bringing uniformity in retirement of the employees claiming that they are not uniform.
“Non uniformity in retirement age is an injustice to the maximum number of government employees as it curtails early promotions and retirement benefits,” he said. He also expressed disappointment over the opposition of various organisations to the move saying that they are against it without any knowledge.
“Now that the upper age limit for entry into state government service has been enhanced to 35, a government servant serves for only 23 years if he enters a job at the age of 35 and retires at 58,” he said.
The association also sought for withdrawal of NOC system on promotion and retirement saying that it is injustice to the sincere government employees who have no role in encroachment of government quarters.
“It is not as if all and only government employees are involved in encroachment of government quarters. But if it has to be implemented, everyone should come under the purview of it as many people, mostly those in power, are also involved in it. Why target only government employees?” Marik lamented.
“Encroachment of government quarter is a criminal act. It would be precise if the government lists out those employees breaching the law and not harass the innocent ones,” added the general secretary Gonya Riba.
Giving justification for its demand to restore the original lateral entry system in APCS, he said that the new rule only allows government employees who are in non technical jobs and teachers.
“The original idea of the lateral entry in APCS was to recruit ministerial staff acquainted with office rules and procedures. The employees in non technical field and teachers are not thorough with service rule. The new rule is deprivation of government employees knowing service rules,” he said.
“UDC scale entry should be allowed provided one is a graduate,” he advocated.
The CoSAAP also called for implementing the 7th Pay Commission in toto when it comes to force.
“Resources will have to be explored so that the 7th Pay Commission is implemented as when it comes to force,” he said.
30 teachers’ conferred State Award

ITANAGAR, Sept 5: The state government has conferred State Award to at least thirty illustrious teachers (10 each STs, JTs and PRTs) in recognition to their dedicated and sincere service to the teaching profession. The award was given away while commemorating birth anniversary of Dr. Servapali Radhakrishanan, the second President of India as Teacher’s Day by Parliamentary Secretary for Education Bamang Felix in presence of Secretary Education Marnya Ete in a function held at Banquet Hall here today.
Two lady teachers one from East Siang and another from Papum Pare district were among the thirty awardees.
Congratulating the awardees, Parliamentary Secretary for Education Bamang Felix said, “A teacher never retires, there is no boundary for a teacher” Teaching is a noble profession which should not be confined within classroom, he added. Underlining the responsibility of teachers, Felix urged the illustrious teachers to make the entire society, nation and the world a classroom. Stating that whole transformation of civilization was only possible because of the teachers, he termed them as the most powerful persons on the earth.
However, he also pointed out that the teachers have equal power to ruin the entire society, if they are not true to their profession.
Appreciating the state awardees teachers, Secretary Education Marnya Ete, termed the teachers as role model of the students as well as the society. He also appealed to the teaching community to remain sincere and dedicated in their duty. Joint Director, Secondary Education, BN Lendo in his address informed that education system in Arunachal has expanded rapidly with launching of SSA and RMSA programme. Joint Director, Elementary Education, Monya Nyori also spoke on the occasion.
The Teacher’s Day was also celebrated across the state.
At Seppa, the District Institute of Education & Training (DIET), Seppa observed the day in a befitting manner.
The programme started with unveiling of a “Dedication Stone” dedicated to those teachers who sacrificed their entire life in imparting education to the people of East Kameng by ADC Pooja Jain followed by lighting of lamp and paying tributes to Dr. Radhakrishnan.
The ADC exhorted the teachers to inculcate moral values like respect for elders, the sense of discipline, punctuality and attitude among students and mould them to be a good human being. She also advised the students to respect their teachers. Later, she gave away the “Best Teachers” award.
DIET Principal Tadam Mibang also spoke on the occasion and suggested the teachers to be disciplined and dedicated in their duty.

Ering assures for long lasting flood solution
PASIGHAT, Sept 5: Loksabha MP Ninong Ering carried out a whirlwind tour of Anpum, Paglam, Namsing which have been ravaged by the recent flood.

Interacting with aggrieved families at Anpum, the MP donated rupees one lakh and sanctioned rupees ten lakhs for immediate relief to the affected people.
Ering said that for long lasting solution to the chronic flood related problems of the area, a major project has to be taken up for which, he assured that he will discuss with the Chief Minister. He also assured that he will highlight the grievances and actual situation of the area to the central government. The MP sanctioned rupees three lakhs for development of the primary school and rupees seven lakhs for the secondary school, Paglam. If Arunachal has to evolve and grow as an economically self reliant state, there should be no hindrances of any kind against any of the projects identified along the rivers, the party said while requesting all the youth, intellectuals and various civil societies to extend cooperation in achieving the goal.
The PPA said that hydropower and promotion of Tourism are alternative long term economic policy to do away with decades old 'Dependency Syndrome' on Central Grants.
Mindless signing of MOUs/ MOAs against almost all the river basins of the state without taking into confidence the opinions of the primary stakeholders has been the main reason behind the delay in executions of the projects. The stakeholders should be made to feel that they are the equal partners in developing these projects, Kahfa added.
Kaling Jerang, Secretary General of the party said, "If the people do not feel comfortable and secure with the high rising mega dam projects, these projects need not be pushed down their throat forcibly”.
We all should stand united in extending all possible help and cooperation for the early execution of all the smaller and medium sized socially and environmentally viable projects proposed, he added.
Governor seeks sanitation facilities for schools and hospital incinerators

ITANAGAR, Sept 5: The Governor of Arunachal Pradesh Rajkhowa has emphasised for sanitation facilities for schools in the State. He advised the officials of Department of Public Health Engineering, which is the nodal department of Swachchh Bharat Mission (SBA) in rural areas and the Education Department to ensure that every school in the State has this facility, along with running water.
Out of 3222 schools in the State, 2789 schools were approved under Swachh Vidhyalaya Abhiyan (SVA) and toilets in 2760 schools were completed as on 31st August 2015.
While reviewing the Swachchh Bharat Mission at Raj Bhawan on Friday, he also advised the officials of Education Department to ensure for proper policy framework to make sure that the objectives under Swachchh Vidhyalaya Abhiyan (SVA) are implemented by private educational institutes as well.
The Governor called for achieving the target of 1,75,924 Individual Household latrines
(IHHL), 1909 Community Sanitary Complexes(CSC) and 1,783 Solid Liquid Waste Management
(SLWM) projects within the given timeframe. The Governor was briefed in the meeting
that 57.03% of IHHL, 14.25% of CSC and 0.95% of SLWM were achieved till 31st March

The Governor also advised the Itanagar Municipal Council for optimum utilisation of forty vehicles provided to them for waste management and at the same time asked them to explore ways to pull together revenue to effectively maintain the system. The officials assured to revive the system when funding would be put in place, which was assured by the Principal Secretary Finance, under 14th Finance Commission’s devolution of funds to the State. Expressing his concern on disposal of medical wastes, the Governor emphasised that incinerators must be installed in all the hospitals, including private hospitals and nursing homes. The private health facilities, which do not have their own incinerator, they may be allowed to use the incinerators at Government Hospitals, by paying a certain prefixed amount. He advised that incinerators installed in all the general hospitals should be made functional on priority.

The DRBICS donated an amount of Rupees twenty one thousand in cash to the flood affected villagers, along with some bottled water and food items. "The situation at Anpum and Loklung is so bad that our donation seems just like a drop of the relief they should actually be provided", Linggi added.
"Because of the unhygienic living conditions, most feared is the rise of diseases and outbreak of epidemics. As witness to the situation there, we appeal to the state government and the local MLA to provide relief as soon as possible. The damage, the property loss and compensation is now secondary. The priority should be to provide medical and veterinary help, food items and relief materials for building shelter", said Linggi.

"The lone PWD road connecting Paglam to Dambuk has also been washed off making any vehicular movement impossible", said Linggi.
"Many plantations have been destroyed. At the Beach Camp, paddy fields have been totally destroyed", informed Umbrey.
As per reports, the villages have been living without electricity for over a month, and sadly the only PHED water tank from which the villagers got their daily supply of water is also on the verge of collapse. "The water tank was originally located in the middle of the village but the flood waters have reached at the foot of the tank, ravaging all the houses in its way, making the foundation of the iron water tank visible. The tank had tilted at an angle, ready to fall. Many older women were seen crying and mourning for the tank which had served them precious water since so many years. The sight was heart wrenching", informed Umbrey.
Reportedly, since more than 30 houses had already been washed off in front of the very eyes of the villagers, others opted to dismantle their houses in order to save their property. The building materials that could be retrieved from dismantling their houses have been used to make makeshift shelters on higher ground.
DRDA employees demands written assurance
ITANAGAR, Sept 5: The agitating DRDA employees of Dibang Valley district fed up with false assurances have sought written assurance from the state government that their demands will be fulfilled.
Responding to the call of the state unit All India DRDA Staff Welfare Association, the DRDA employees of Dibang Valley unit joined the rest of their aggrieved colleagues in observing pen and tool down strike. The employees, however, had called off the strike on the fourth day following assurance from the RD Director in a meeting with state unit.
“We are fed up with false assurances, we need fruitful action instead,” the Dibang Valley DRDA staff Welfare Association said, and demanded written assurance from non other than the Chief Minister, the Chief Secretary and Directors of respective district.
